Public parking shall be provided with barrier-free parking

From next month, all new roads and buildings in all cities in our province must be built according to the requirements of barrier-free facilities, or they will not pass the design drawing review. On March 11, the reporter learned from the provincial government office, "henan province barrier-free environment construction management measures" (hereinafter referred to as measures) will come into effect on April 1, all public parking lots must mark barrier-free parking.

New roads and buildings should be equipped with barrier-free facilities

The measures stipulate that barrier-free environmental construction should follow the principles of practicality, ease of use and broad benefits, and gradually meet the actual needs of disabled people, the elderly and other members of society.

In drawing up plans for the development of barrier-free environmental construction, the disabled persons' federation at the corresponding level, the working agency for the aged and other social organizations shall be consulted.

Urban construction, reconstruction and expansion of roads, square green space, public buildings, public transport facilities and residential construction areas shall meet the construction standards for barrier-free facilities.

When designing a construction project, the design unit shall, in accordance with the requirements of barrier-free design specifications, design the supporting barrier-free facilities.

For roads, squares, green Spaces, public buildings, public transport facilities and residential construction areas built in cities and towns that do not meet the construction standards for barrier-free facilities, the people's governments at or above the county level shall formulate plans for the transformation of barrier-free facilities and organize their implementation.

Public parking lots should be marked with barrier-free parking

The measures suggest that pedestrian overpasses and pedestrian underpasses in major urban roads, major commercial districts and large residential areas shall be provided with barrier-free facilities in accordance with the construction standards of barrier-free facilities.

When there is an elevator in a public building, at least one barrier-free elevator shall be installed; Service Windows and ticket Windows in public buildings shall be provided with low service facilities at the same time. Sound warning devices shall be installed at pedestrian signals in major roads, commercial and residential districts of the city.

Public parking lots in large and medium-sized public places in cities shall be located in places convenient for the disabled and marked with barrier-free parking Spaces: the number of parking Spaces shall be greater than 500 ultra-large parking lots, and the number of barrier-free parking Spaces shall not be less than 1% of the total parking Spaces; Large parking lots with 301-500 parking Spaces and no less than 4 accessible parking Spaces; The number of parking Spaces is 51~300, and the number of barrier-free parking Spaces shall not be less than 2.

Public transport vehicles such as buses and urban rail transit vehicles should gradually be equipped with barrier-free facilities such as electronic subtitles, voice station devices and wheelchair fixings.

Provincial and municipal TV stations broadcast sign language news at least once a week

The TV stations set up by the provincial and provincial governments should create conditions to broadcast TV programs with subtitles, and broadcast news programs with sign language at least once a week. Television stations set up by the people's governments of counties (cities) and districts shall create conditions for broadcasting news and special programs for the disabled with subtitles at the same time.

At the same time, public libraries set up by provincial and provincial governments should open reading rooms for visually impaired people and provide braille books and audiobooks. Other libraries should gradually open reading rooms for visually impaired people.

It is also clear that if the owner or manager of the barrier-free facilities fails to protect or timely maintain the barrier-free facilities, resulting in the failure to use the facilities normally and causing damage to the user's personal and property, the owner or manager of the barrier-free facilities shall be liable for compensation.
